Was born in Catania, the capital city of the province and seat of an archbishop, on the 16th of July 1951.

He studied philosophy and theology at the Istituto San Paolo of Catania. The 5 October 1980 and ordained a priest in the church of San Benedetto, by archbishop Domenico Picchinenna for the Archdiocese of Catania. From 1980 to 1986 he was vicar of the parish of Santa Maria in Ognina and from 1986 to 1987 the vicar of the parish of Santa Maria in Cibali. From 1987 to 1989, he was pastor of St. Joseph's parish in Pavona, in the headquarter of the suburbicarian see of Albano.

On 1 July 1993, and rests in the diocese of Rome, where he is the parish priest of San Romano martire since 1989. Since 1998 he is the assistant national ecclesiastical of the association of blood donors Fratres. In 1995, he was appointed prefect of the TWELFTH prefecture and, since 2008, is a member of the college of consultors and of the presbyteral council of the diocese of Rome. Since 2001, the chaplain of His Holiness with title of Monsignor.

On June 1, 2009 Pope Benedict XVI appointed him auxiliary bishop of Rome, for the East Sector, and titular bishop of Tagora, 11 July following received episcopal ordination, together with the bishop Guerino Di Tora, in the basilica of St. John Lateran, cardinal Agostino Vallini, the co-consecrating archbishop Luigi Moretti, and the bishop Enzo dieci.

On 16 February 2018, Pope Francis appointed him bishop of Cefalù; it happens to the S. E. R. Bishop Vincenzo Manzella, who resigned for reasons of age.

Takes possession of a canon of the diocese in the Cathedral of Cefalù to the next 14 April, becoming the 74º bishop. In the heart of the Sicilian Episcopal Conference is the delegate for the Regional Office for Social Problems, Labor, Justice, Peace and the Safeguarding of creation.
